  • 01

    Define the evidence universe

Authorities, jurisdictions, record types, fields, and public sources.

  • 02

    Preserve official context

Issuer, source version, publication date, revision, and observation state.

  • 03

    Choose the operating boundary

Infrastructure, API access, scheduled feed, or managed program.

Decision coverage

Public-sector research starts with authority, provenance, and revision history.

Observed public data can accelerate review, but it should never erase the issuing authority, the coverage denominator, or the distinction between a source statement and your conclusion.

01

Policy & regulatory affairs

See what changed across authorities.

Which laws, rules, consultations, guidance, filings, or official notices changed across the jurisdictions and agencies we follow?

  • Authority and jurisdiction

  • Document and effective dates

  • Revision and evidence state

02

Procurement & market teams

Find relevant public opportunities and awards.

Which tenders, lots, amendments, awards, suppliers, and deadlines match our approved categories, markets, and qualification rules?

  • Notice, lot and authority IDs

  • Value, dates and eligibility text

  • Amendment and award history

03

Research administration

Map public grants and funding calls.

Which programs, calls, topics, sponsors, deadlines, eligibility terms, and award notices appeared or changed?

  • Program and call identity

  • Funding and deadline context

  • Source-reported status

04

Legal & public-record research

Build review queues from official publications.

Which public cases, decisions, dockets, filings, sanctions, licenses, or registry entries require qualified review?

  • Official record identifier

  • Parties and dates as published

  • Version, link and capture state

05

Academic & public-interest research

Keep a repeatable source panel.

Can researchers reproduce the public-source universe, transformations, missing states, and observation window behind an analysis?

  • Source-panel manifest

  • Raw and normalized values

  • Schema and batch versions

06

Accountability, journalism & BI

Follow programs and public claims over time.

What changed across budgets, agency publications, public statistics, program pages, environmental reports, and institutional statements?

  • Program and publisher identity

  • Changed fields and prior version

  • Publication and observation time

Public-source coverage

Define the evidence universe before collecting a record.

Coverage is a named source panel—not “all public data.” Each source family, page type, jurisdiction, document format, field, cadence, and exclusion is validated before production.

Source families

Public Agencies & regulators Notices, rules, filings, guidance, registries

Public Procurement & grants Tenders, lots, awards, calls, programs

Review Legislative & judicial Bills, decisions, dockets, public records

Review Research & statistics Reports, datasets, portals, publications

Approved source brief

Record context

01 Authority & jurisdiction Issuer, office, geography, mandate

02 Record & document ID, type, format, attachments, links

03 Time & version Published, effective, revised, observed

04 Evidence & state Observed, changed, missing, failed, excluded

Scope states

记录

General public-page access, browser rendering, search, proxies, and documented API behavior.

飞行员先

Source-specific schemas, PDFs and tables, cross-jurisdiction normalization, document identity, revisions, and history.

没有标准

Private or credentialed systems, restricted records, identity dossiers, submissions, transactions, legal determinations, or research conclusions.

Public availability does not remove privacy, copyright, database-right, source-term, ethics, retention, or jurisdiction review.

Inspectable data contract

Keep the authority, record, version, and observation together.

A normalized value is useful only when the original source field, issuing body, jurisdiction, dates, transformation rule, and collection state remain available for review.

01 · Authority

Who issued the record?

Authority, office, jurisdiction, public identifier, source type, source URL, and applicable language.

02 · Record identity

What is the official object?

Record ID, notice or document type, title, subject entities, lot or program, canonical reference, and attachments.

03 · Dates & versions

Which public version was observed?

Publication, effective, deadline, update, superseded, first-seen, last-seen, and captured timestamps kept distinct.

04 · Evidence & quality

Can the output be reconstructed?

Raw and normalized values, schema and parser version, changed fields, content hash, missing reason, artifact reference, and record state.

Authority, record & revision identity

Build a dossier without rewriting the public record.

Resolve the issuer and official record first. Then append source-native versions and normalization as separate, reviewable layers.

  1. 01

    Anchor the issuing authority

Keep authority name, office, jurisdiction, domain, and public identifiers beside the record.

  2. 02

    Prefer official record keys

Use notice, docket, filing, bill, grant, publication, or dataset IDs before titles and text fingerprints.

  3. 03

    Append—not overwrite—revisions

Preserve each observed version, changed fields, source dates, capture time, and evidence reference.

  4. 04

    Version every transformation

Retain raw values beside normalized fields, units, categories, and the schema or rule version applied.

The responsible official source remains authoritative. A normalized record helps discovery and review; it does not independently establish legal effect, completeness, authenticity, or the correct interpretation.

A public observation is not the same as an official conclusion.

Keep publication state, document revisions, collection health, exclusions, and customer interpretation in different fields so a gap never becomes a false policy or legal event.

Design a managed public-data program

Representative public-data pilot

Validate the record contract with ambiguity and revisions included.

Start with one jurisdiction or research question and a representative source panel. Test stable records, amended documents, missing fields, inaccessible pages, exclusions, and failed collection before scaling.

  1. 01 · Frame

    Define purpose and authority

Choose the question, jurisdictions, issuers, records, public sources, fields, ethics, rights, cadence, and destination.

  2. 02 · Sample

    Collect representative states

Include normal records, amendments, conflicting dates, documents, missing fields, not-observed results, exclusions, and failures.

  3. 03 · Validate

    Agree the evidence contract

Review identifiers, raw and normalized values, source hierarchy, version history, quality states, and acceptance rules.

  4. 04 · Operate

    Launch the right handoff

Assign collection and maintenance ownership, connect delivery, monitor source continuity, and preserve review controls.

A pilot validates technical collection and the data contract—not a legal, policy, procurement, or research conclusion.

Evaluation questions

What public-sector and research teams should confirm before collection.

Authority, coverage, versions, document quality, history, privacy, ethics, maintenance, and decision ownership—answered directly.

Review product documentation

Which government and research sources can be covered?

Eligible public agency, regulator, procurement, grant, legislative, judicial, statistical, research, and institutional sources can be evaluated. Exact source, page type, field, jurisdiction, format, and cadence are validated before production.

Does WebScrapingAPI guarantee a complete or current official record?

No. A delivered record reflects the supported public source and observation time. Public portals can be incomplete, delayed, corrected, or revised. Users should consult the responsible authority for the controlling or most current official record.

Can authenticated or restricted government systems be included?

Not as standard scope. Private, credentialed, restricted, confidential, or otherwise non-public systems require separate authority and source review and may remain out of scope.

Can revisions and corrections be tracked?

A recurring contracted workflow can retain source versions, changed fields, publication or effective dates, observation times, and evidence after collection begins when stable identifiers and comparable fields are available.

Can records from multiple jurisdictions be normalized?

Yes when contracted, while preserving each source’s terminology, authority, jurisdiction, units, dates, and raw values beside the normalized field and transformation version. Comparable does not mean legally equivalent.

Can documents and PDFs be extracted?

Eligible public documents can be evaluated for text and structured-field extraction. Layout, scan quality, tables, language, attachments, document identity, and rights requirements are tested with representative files in the pilot.

Is historical public-record data available?

Forward history can begin with recurring collection. Backfill depends on eligible source archives or separately validated historical sources and is not assumed. Historical coverage and schema consistency are documented explicitly.

How are privacy and personal-data boundaries handled?

Public availability does not remove privacy duties. The production brief defines the research or operational purpose, necessary fields, exclusions, retention, access, and handling of personal or sensitive records. Identity dossiers are not standard scope.

Can the data be used as a legal, policy, procurement, or research conclusion?

WebScrapingAPI supplies source-linked public observations. The customer retains official-record validation, legal interpretation, policy analysis, procurement decisions, research methodology, statistical inference, publication, and accountability.

Who maintains collection when a source changes?

Proxy and raw page-access customers maintain their collectors or parsers. WebScrapingAPI maintains the documented API layer and maintains contracted connectors, extraction, quality monitoring, source-change work, and delivery for scheduled and managed programs.
